先週発表された、アメリカ政府CIO、Vivek Kundra氏による"State of Public Sector Cloud Computing" と呼ばれるレポート、政府予算としてのクラウドの採用に関するるガイドライン、
さらにそれを政府、州、市町村レベルにまで細分化したケーススタディも含めて提示している。
"The Obama Administration is changing the way business is done in Washington and bringing a new sense of responsibility to how we manage taxpayer dollars. We are working to bring the spirit of American innovation and the power of technology to improve performance and lower the cost of government operations."
重要な要件としてあげているのは、民間の技術を積極的に採用しながら、標準規格の制定を急ぐ必要がある、という点である。その標準化を推進する組織としてNIST(National Institute of Standards and Technology)をあげており、セキュリティ、互換性、ポータビリティ等の課題に対応している、と報告している。現在この組織内で進められている項目として、

Special Publications:
クラウドコンピューティングに関する、指針の様なドキュメント。クラウドを導入する事によるメリットや、効果的な採用方法について詳しく解説している。特にセキュリティ、ポータビリティ、相互後漢性、という、特に政府関係者で関心が高い項目について説明している。
Standards Acceleration to Jumpstart Adoption of Cloud Computing (SAJACC):
SAJAACの目的は、クラウド環境の最終的な標準規格の制定を促進すると共に、現在検討が続けられている中間的な仕様(Interim Specifications)の効果的な採用を促す事も活動の一環とされている。SAJAACは独自のポータルサイトを公開し、標準化活動の状況、ユースケーススタディの紹介、様々なドキュメントの提供も行われる、との事。
Federal Risk and Authorization Management Program (FedRAMP):
FISMA（Federal Information System Management Act)と呼ばれる2002年に制定された政府機関のITセキュリティを保全するための運用指針を決めた法律があり、この法律の中で制定されているシステム管理に関する標準規格であるFedRAMP、特にセキュリティ面での仕様をNISTが制定する役割を担っている。
現在、政府組織の中で、クラウドを実際に採用、もしくは採用を表明しているシステムは下記の通り。その数は非常に急速に増えており、上記の標準化の必要性がよく理解出来る状況である。
